SOP 206.04  SUPPORT SECTOR

 

Non-Fire/Police City resources are to be provided through the Office of Emergency Preparedness Director. REFERENCE (Emergency Management Plan – Annex M ).  This will-provide for the provision of Support Services at all incidents requiring special supply needs.

 

The responsibilities assigned to the Support Sector will vary to some degree in each situation depending on type, size and complexity of operations.   

 

The specific responsibilities will include :

 

  1. Initial and continuing evaluation of support needs and reporting to Command.            
  2. Providing and re-supply of all expendable supplies, such as Breathing Air, Oxygen, Medical supplies, firefighting foam, emulsifying agents, and glucose fluid replacement drinks.
  3. Providing and coordinate field refueling of apparatus .
  4. Liaison with Equipment Services  to provide for the ongoing performance of all Department apparatus.
  5. Providing and coordinate equipment and manpower for delivery of fire hose and other equipment to the scene and/or back to stations.
  6. Provide for the delivery to the incident site of specialized and backup equipment as may be needed.
  7. Coordinate provision of specialized equipment or services required at the scene from other City departments or outside agencies and provide liaison as required.
  8. Coordinating exchange of portable radios and communications equipment requiring servicing.

 

It is the responsibility of Command to make an early determination of situations requiring the establishment of this sector and to assure that the Support Services Officer on-call has been notified and is responding to the incident.   Command may assign an individual or company to establish a Support Sector prior to the arrival of the Support Services Officer.

 

It is the responsibility of the Fire Chief and City Manager to provide the designated personnel and response capability to meet the requirement of this procedure.   This response capability shall be available on a 24-hour basis.

 

It is the responsibility of the designated Support Services Officer to respond to all multiple alarms or any other incident where response is requested by Command, and to establish the support organization 'to the degree necessary to provide the required services.     He shall initiate calls for personnel from the Support Services Division to the extent necessary.

 

The designated Support Services Officer will report to the Command Post on arrival and verify establishment of the Support Sector.   He will check with Command-for any particular needs or problems which have been identified.   Unless otherwise directed, he will automatically assess the situation in terms of support requirements.    The Sector Officer will coordinate the response of  additional Support Services personnel and make assignments to provide for completion of assigned responsibilities.

 

The Sector 0fficer will remain at the Command Post and respond to any particular needs identified by Command.      Progress reports will be made to Command as necessary.                     -

 

Personnel at the Public Works facility if necessary will support the Support Sector on the fireground.   For major incidents the Equipment Services Superintendent will respond to the fireground to manage the Sector. The Apparatus and Equipment officers will also respond to the scene. The Water Utilities Director and the Chief Building Official  will respond to the scene.   

 

The Support Sector is responsible for the procurement and delivery of medical supplies required at the scene of- large-scale medical incidents. These supplies may be obtained from. Resource Management and/or hospitals and should be delivered to a supply area near the Treatment Sector.  The Treatment Sector will identify particular needs to the Support Sector.
